Under 18s Living arrangements

Phoenix Academy is committed to the safety, wellbeing, and academic success of international students under 18 years of age. In line with the ESOS Act 2000, National Code 2018 – Standard 5, and the Standards for RTOs 2025, the following services are available:

Accommodation (Homestay)

Homestay is a condition of enrolment for under-18s unless living with an approved parent or relative, as required under student visa Condition 8532. For more information, visit the AHN website.

Guardianship and Welfare Responsibility

Students under the age of 18 must have approved welfare arrangements while studying in Australia.

While enrolled at Phoenix Academy, the Academy may accept responsibility for the student’s accommodation and welfare through a Confirmation of Appropriate Accommodation and Welfare (CAAW) letter.

The appointed local carer or guardian, in partnership with Phoenix Academy, will provide day-to-day welfare supervision and support.

Once a student transitions into a high school or another education provider, a new welfare arrangement must be approved by that provider, or a legal guardian nominated by the student’s parents.

If a parent or suitable relative (as defined by the Department of Home Affairs) is not available, Phoenix Academy can assist in arranging an approved guardian or refer to a nominated third-party provider.

Ongoing Welfare Monitoring

  • The student’s living arrangements are re-confirmed every study period (4 times per year).
  • Students are provided with access to counselling, academic support, and pastoral care as needed.

*All staff interacting with under-18s are required to hold valid Working with Children Checks and receive child safety training.
